The mint requires that the dealers who buy there uncirculated silver eagles, not the proofs or the ones now with satin finishes, to buy so much at a time and so much per year. They are basically bullion dealers. Your local coin dealer may know of one, or may not, for they do not buy that many and may get them from even someone else. The reason the value of the silver eagles are so much more than the silver in them is there are too many middlemen. You can try the mint they may give you a name or all of them, there is no secret but most people don't care, for they can not afford a case of eagles.
