You can't. The Mint distributes them through a web of authorized dealers.

    You don’t, the proof and now the one with the special finish is available only from the mint. The regular uncirculated ones are sold to a special group of bullion dealers who have made deals (contracts) with the mint to buy so many every year. These silver dealers then sell the coins to coin shops and other dealers in smaller quantities. That is the system set in place.
